基于政策分析视角下的精准扶贫政策探析——以沿淮地区为例

精准扶贫不仅关系到农业现代化建设的成败,关系到"四化同步"的协调发展,更关系到农村地区的稳定与团结。精准扶贫政策的提出是我国在创新扶贫实践发展过程中宝贵的经验总结。文章拟就公共政策的核心环节为基点,从价值取向、政策制定和行政执行等三个维度,对精准扶贫政策作一思路性解析,旨在服务国家扶贫战略,早日打赢扶贫攻坚战,全面建成小康社会。

The targeted measures of poverty alleviation is not only related to the success or failure of agricultural modernization,but also related to "The promoting harmonized development of four modernizations". It is also related to the stability and unity in rural areas.The policy is a valuable experience in the process of innovating poverty alleviation in China. The article discusses the core link of public policy and analyzes the targeted poverty alleviation policy from the three dimensions of value orientation,policy making and administrative enforcement with the aim of serving the national poverty reduction strategy so as to win the war on poverty and build a well-off society.
