摘要
针对某石油管道工程面临任务重、工期紧、协调量大等问题,采用"业主+EPC+监理"模式对石油管道进行施工管理,研究了"业主+EPC+监理"模式的组织机构、各参建单位管理关系,并在某管道公司进行应用分析。研究得出:"业主+EPC+监理"模式在国内石油管道建设中具有广泛的应用前景,利用该模式对石油管道进行监督管理,显著提高了总承包工作效率,降低了业主管理负担及投入,在业主方、EPC总承包方、监理方的密切合作下,最终按照要求顺利完成任务,创造了显著的经济效益和社会效益。
Aiming at the problems such as heavy task,tight schedule and large amount of coordination in a long-distance pipeline project,the construction management of oil and gas pipelines was carried out by " owner + EPC + supervision" model,and the organization of " owners + EPC + supervision" Unit management relationship was analysed,which has been applied into a pipeline company.It was concluded that: " owners + EPC + supervision" model in the domestic oil and gas pipeline construction has a wide range of applications,the use of the model of oil and gas pipeline supervision and management has significantly improved the general contract work efficiency,and has reduced the burden and investment of management for owners.Under the close cooperation of the owner,the EPC contractor and the supervisor,the company successfully completed the task according to the requirements,and created significant economic and social benefits.
