集体消费理论视角下基本公共服务供给侧改革的着力点

The Focus of the Supply Side Reform of Basic Public Service from the Perspective of the Theory of Collective Consumption

集体消费理论对于解决新时代人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾具有重要的借鉴意义。当前我国集体消费品的供给尚存在急需补齐的若干短板:集体消费品供给总量、供给结构与我国经济发展水平以及人民对美好生活的期待仍有较大差距;供给双轨制形成的公民社会权不平等以及集体消费权抗争失衡;制度安排和配置方式影响集体消费品配置效率提高;干部考核机制存在偏差以及相关问责机制缺失。推进我国基本公共服务供给侧改革需要正确处理政府、市场与社会的关系,积极发挥政府在基本公共服务供给中的主体性功能,自上而下地推进政绩评价体系改革,保障公民社会权,创新供给方式,加强社会协同,提高基本公共服务的共建能力和共享水平。

The theory of collective consumption is of great significance to solve the contradiction between the growing needs of bet-ter life and the imbalanced and insufficient development in the new era. The supply of collective consumer goods in China is still in ur-gent need of improvement at present. There is still a big gap between the total supply of collective consumer goods,the supply structure and the level of economic development in China and the expectations of the people for a better life. The double track supply system gives rise to unequal social citizenship and imbalanced fight for the collective consumption right. The institutional arrangements and al-location ways impede the improvement of the allocation efficiency of collective consumer goods. There are still deviations of the cadre as-sessment mechanism and lack of relevant accountability mechanism. To promote the supply side reform of China＇s basic public service, it is essential to correctly handle the relation among the government,market and the society; let government give full play of its main role in the supply of basic public services; advance the reform of the performance evaluation system from top to bottom; guarantee the social rights of citizens; innovate supply mode and strengthen social coordination. Thus we can improve the joint development and sha-ring capability of basic public services.
