“一带一路”框架下中国同印尼合作的机遇、挑战及合作重点路径选择

On the Opportunities,Challenges and Route Selection of Cooperative Focuses in China's Cooperating with Indonesia under the Framework of “the Belt and Road ”

2013年9~10月,中国国家主席习近平在出访中亚和东南亚国家期间,先后提出了共建"丝绸之路经济带"和"21世纪海上丝绸之路"的重大倡议(即"一带一路"),得到国际社会高度关注。其中,共建21世纪"海上丝绸之路"的倡议就是在印尼国会首先提出的。中国同印尼在发展战略合作、基础设施建设、反恐与安全、旅游等领域合作前景广阔,印尼为数众多的华人也为两国的合作提供了得天独厚的优势。但也应该清楚的看到中国同印尼合作面临诸多挑战,比如华人问题、纳土纳岛附近海洋专属经济区、印尼国内对南海的不同态度等。认清在"一带一路"框架下中国同印尼合作存在的机遇和挑战,将有助于我国规避合作过程中潜在的风险,深化同印尼的务实合作。

In September and October 2013,Chinese President Xi Jinping proposed the initiative of jointly building the Silk Road Economic Belt and the 21 st-Century Maritime Silk Road（ hereinafter referred to as ＂the Belt and Road＂） during his visit to Central Asia and Southeast Asian countries,which has attracted close attention from the international community. The latter was first proposed in Indonesian Congress. China ＇s cooperation with Indonesia in the development of strategic cooperation,infrastructure construction,anti-terrorism and security,tourism and other areas of cooperation has a broad prospect. Indonesia＇s large number of Chinese also provides a unique advantage for the cooperation between the two countries. However,we should not neglect the fact that China＇s cooperation with Indonesia faces many challenges,such as the Chinese problem,the exclusive economic zone near Natuna Island,Indonesia＇s different attitudes towards South China Sea. Recognizing the opportunities and challenges under the framework of ＂the Belt and Road ＂will help China to avoid the potential risks in the process and deepen pragmatic cooperation with Indonesia.
