政社合作与国家治理现代化——基于基层社会管理创新的实践考察

Government-Nonprofit Collaboration and National Governance Modernization:Based on the Field Research of Local Social Management Innovation

我国正处于社会转型期,社会管理具有传统与现代的双重属性。基层政府作为基层社会管理的组织者和执行者,由于所处位置、资源、人力等限制而难以承担繁重的服务责任,尝试借助政社合作等社会管理创新实践,可促进国家治理的现代化进程。通过分析基层社会管理中政社合作的两种基本形态发现,购买服务可向合作治理转化。由社区治理实例分析政社合作理念的具体应用方式可知,政社合作与国家治理现代化具有共生关系,可使政府管理模式由控制型转向合作共生型,并为国家权力渗透至公民社会提供纽带。为了保障基层社会管理创新成效,实现国家治理现代化的战略目标,可以调整政府内部组织结构,将社会管理融入公共服务中,并依托先进技术创新协同管理机制。

China is now in the course of social transition,and social management has its own traditional and modern attributes. Local government,as the social administrator and organizer,may feel difficult to bear the heavy responsibilities of services due to its location,resources,manpower and other restrictions. It can therefore try out the government-nonprofit collaboration mechanism and social administration innovation and thus promote the national governance modernization. This paper analyzes the two basic forms of government-nonprofit collaboration and finds that services procurement can be transferred to cooperative governance. Using the grassroots level social administrative practice of Harbin city of Heilongjiang Province as an example,the paper analyzes the application of the government-nonprofit collaboration mechanism and finds out the symbiotic relationship between the local government-nonprofit organizations collaboration and the modernization of national governance,which can contribute to the transformation of national governance mode from controlling to cooperation.This provides a link for the penetration of state power into the civil society. In order to protect the local social administration innovation and achieve the strategic objectives of the modernization of national governance,the local government can adjust the internal organizational structure by integrating social management into public services,relying on advanced technology and innovating the collaborative management mechanism.
