国外健康治理研究综述

A Review on Overseas Health Governance Studies

国外学界对于健康治理的研究主要是从三层面展开:一是健康治理的内涵,包括概念集合说、制度中心说与价值准则说三类;二是健康治理的模式,包括跨部门协作、健康的公共政策、将健康融入所有政策三种模式;三是健康治理的评价,包括评价的方式及其主要维度设计。健康内涵的丰富性与治理实践的复杂性使得健康治理研究具有动态发展性特点,且呈现出参与式健康治理、开放性健康评价的新趋势。健康治理在机制设计、政策制定与过程评价方面对健康中国有积极意义。

The research on health governance in overseas academic fields are developed mainly from three perspectives： the first is the connotation of health governance,including the concept of set theory,the theory of institution and the principle of value; the second is the modes of health governance,including cross-sectoral collaboration,healthy public policy,and integration of health in almost all policies; the third is the assessment of health governance,including the way of assessment and the design of its main dimensions. The richness of health connotation and the complexity of governance practice contribute to the dynamic development of the health governance research. Health governance research shows the new trend of participatory health governance and open-up health assessment. Health governance has a new revelation on ＂Health China＂initiative from mechanism design,policy making and process evaluation.
