基于混合聚类的电网企业服务类采购分类研究

Research on Classification of Service Demand Procurement in Electric Power Enterprises Based on Hybrid Clustering

电网企业服务类采购种类数目繁多,对每类服务选取合适的采购组织方式具有重要意义。以国网河南省电力公司服务类需求采购现状和数据为依托,提出了快速聚类和系统聚类相结合的混合聚类模型,建立包含服务类采购金额、采购频次、供应商数量三个维度的指标体系对各类服务进行分类,以此将各类服务合理划分为框架协议采购、定点采购、集中批次采购三种采购组织方式,为企业服务类需求采购策略的制定奠定了基础。

There are a large number of procurement types ofpower enterprises, which are of great significance for selectingthe appropriate procurement organization for each type of service. This paper proposes a hybrid clustering model combiningK-means clustering and hierarchical clustering based on thestatus quo and data of service demand of Henan provincepower company, and establishesa mixed clustering modelwhich includes service purchase amount, purchase frequency,supplier quantity, demand unit the number of four dimensionsof the index system for various types of services to classify,in order to rationalize all types of services into the frameworkof the agreement procurement, sentinel procurement, centralized procurement of three procurement organization for the enterprise service needs procurement strategy to lay the foundation.
