基于外部性的火电与可再生能源发电的上网电价研究

The Research of Feed-in Tariffs of Thermal Power Generation and Renewable Energy Generation Based on Externality

企业的内部成本和发电环节是目前我国发电公司在上网电价计算时考虑的两个成本主体部分。为了获得更加科学合理的上网电价,分别对发电时的内、外部成本进行计算,基于经济学中外部性概念,对各种发电活动的外部成本进行科学分析与量化。最后,为了提出促使可再生能源健康持续发展的合理意见,以各种能源发电的改进上网电价为基础,联系现行电价政策进行比较分析。

The current methods of feed-in tariffs accounting only consider the internal cost of enterprises and power generationlink. Analyzing the external problem caused by different power modes through technical means based on the concept of externalityand quantifying the external costs of its power generation activities, attempts to internalize the external costs of energy generationprices, in order to establish a more scientific approach to the calculation of feed-in tariffs. On the basis of calculating the improved feed-in tariffs of different energy generation models, combining with the current electricity pricing policy, this paper makesa comparative analysis and puts forward some suggestions to promote the development of renewable energy.
