我国“双创”建设存在的问题及改进方法

Problems in Chinese Construction of Mass Entrepreneurship and Innovation and its Improvement

"双创"能力是国家竞争力的核心元素。2016年我国批准建立了28个"双创"示范基地,建设成效显著,但也存在着两大问题,一是"双创"概念模糊,基地特点不突出;二是"双创"链条未形成,从创新到创业转化受限。可从建立科学客观的双创示范基地评价指标体系入手解决我国双创示范基地建设不规范的问题。

The ability of mass entrepreneurship and innovation is the core element of national competitiveness. In 2016,China approved the establishment of 28 management demonstration bases. More than half of the construction has made some achievements,but there are also two problems,one is the concept of mass entrepreneurship and innovation is vague,the features of bases also not prominent.The other is the chain of mass entrepreneurship and innovation is not formed,the transformation from innovation to business is limited.Therefore,the problems that bases are lack of standardization can be solved by establish a scientific and objective evaluation system of mass entrepreneurship and innovation bases.
