丝绸之路经济带建设背景下新疆与中亚贸易合作绩效评价分析

Analysis on Performance of Trade Cooperation between Xinjiang and Central Asia under the Background of Building the Silk Road Economic Belt

贸易畅通是全面促进丝绸之路经济带建设的重要内容,贸易合作绩效是衡量贸易畅通的重要指标。该文在分析新疆与中亚五国贸易合作现状的基础上,以丝绸之路经济带建设的重要内容为导向,依据投入产出系统构建了贸易合作绩效评价的理论框架,采用超效率DEA模型,对新疆与中亚五国贸易合作的绩效水平进行了测评。结果表明:新疆与中亚五国贸易合作效率水平整体呈下降趋势,与中亚各国的贸易合作效率水平差异较大,其效率水平有待改善;新疆与中亚五国贸易合作整体排名变动不大,仅哈萨克斯坦和乌兹别克斯坦的排名有所波动,塔吉克斯坦的排名始终靠后,其合作效率水平亟需提升。

Smooth flow of trade is an important part that can fully promote the construction of Silk Roadeconomic belt, and the performance of trade cooperation is an important indicator to measure the tradeflow. This article analyzes the current situation of trade cooperation between Xinjiang and five CentralAsian countries, constructing a theoretical framework in accordance with the input-output system, andevaluating the performance level by using super-efficiency DEA model on the basis of important contentsof the Silk Road economic belt strategy. The results show that the whole efficiency of trade cooperation isdecreasing, and the efficiency of trade cooperation between Xinjiang and each country of Central Asiancountries are quite different. The efficiency of trade cooperation between Xinjiang and part of Central Asiancountries is still invalid and needs to be improved. The overall efficiency ranking changed little, of whichthe efficiency rankings of Kazakhstan and Uzbekistan fluctuate alternatively, and the efficiency ranking of Tajikistan is always rearward.
