学院治理现代化:从现实到实现

On Modernization of College Governance from Reality to Practice

作为连接大学,基层学术组织(系、教研室、科研团队等)和师生个体的纽带,学院具有学术管理与行政管理的双重权力属性,是当前我国大学内部权力分配的主要矛盾所在。学院治理现代化是大学治理现代化的主要任务之一。学院治理现代化要重构大学和学院的权力关系,建立多元化的治理主体结构,落实教授治学的治理机制,利用信息化治理工具,最终形成以学术为本位、多元主体参与的治理格局。

Colleges work as the bridge linking universities with individuals and basic academic organizations including departments,teaching and research sections and scientific research teams. With the power of managing both academic and administrative affairs,colleges are essential to distribute power and modernize governance structure of universities. The modernization of colleges governance requires restructuring the power relations of colleges and universities,establishing diversified governance bodies,implementing the governance system featuring "teachers ' participation in academic affairs " , and adopting IT governance tools effectively. And thus a new kind of governance structure,which is based on academic works and participated by diversified subjects,can be established within universities.
