基于北斗短报文的伤病员海上搜救方案设计

Design of Marine Rescue for Wounded Based on BeiDou Short Message

目的筛选基于北斗短报文的伤病员海上急救短信内容指标,提供应用北斗急救短信的数据流程图。方法2016年9月至12月选取海上搜救、临床急救、应急管理、急救科研及急救教育领域的19名专家开展德尔菲专家咨询法。结果通过两轮专家咨询,确定伤病员海上急救短信的涵盖内容及应用北斗短报文开展院前急救的数据流程。结论初步设计基于北斗短报文的伤病员海上搜救方案。

Objective To screen the content indicators of marine rescue message based on BeiDou short message and provide data flow chart of BeiDou emergency message. Methods The Delphi technique was applied among 19 experts in the field of marine rescue,clinical first aid,emergency management,emergency research,and emergency education from September 2016 to December 2016. Results By two rounds of experts consulting,the content and data flow of marine emergency message based on Bei Dou was determined. Conclusion A preliminary design scheme of marine rescue for the wounded based on BeiDou short message was designed.
