耦合:革命老区发展壮大农村集体经济的有益探索——对赣州市信丰县的调查与思考

Coupling: Beneficial Exploration of Developing Rural Collective Economy in the Old Revolutionary Base Areas——Investigation and Reflection on Xinfeng County of Ganzhou

在脱贫攻坚工作中,信丰县积极探索发展壮大农村集体经济的有效途径,并且取得了初步成效。信丰探索的核心是以农业专业合作社为载体,建立了发展壮大农村集体经济的耦合机制。通过将村基础设施折股量化的方式,确保村级集体积累;采取将金融扶贫贷款收益转股金的方式,确保贫困人口脱贫可持续;尝试将无劳动能力贫困户资源折价入股合作社的方式,为其收益兜底,从而实现了村级集体经济不断发展、贫困人口脱贫致富的目标。

Abstract：In the work of poverty alleviation, Xinfeng County actively explored the effective way to develop and expand the rural collective economy, and achieved the initial results. The core of Xin- feng exploration was that establishing a coupling mechanism for the development and expansion of rural collective economy with the support of agricultural professional cooperatives. First of all, the village infrastructures were converted into shares in order to guarantee the village collective accumu- lation. Secondly, the revenue of financial poverty alleviation loan was converted into shares in order to ensure the sustainable development of the poverty alleviation. In the end, the resources of poor households without labor capacity were converted into shares of the cooperative in order to ensure their lowest income. Through these ways, we could achieve the goals of continuous development of the village collective economy and poverty alleviation.
