我国高校分类设置管理的逻辑进程与制度建构 被引量:16

摘要 高校分类设置管理是依法优化高等教育结构、推动国家创新发展的必然要求。四十年来我国高校分类设置管理制度化建设不断成熟,具有传统性与现代性、制度刚性与管理弹性、稳定性与图新性相结合的特征。多维创新需求、高校综合改革、依法治教下的行政管理、专家评议和科学研究成果相结合是推动高校分类设置管理制度化进程的标志。高校分类是高校分类设置管理的前提,制度设计是完善高校分类设置管理的重要途径。我国高校分类设置管理的制度设计要求以深改促导向,创新发展导向推动高校综合改革以实现分类设置管理;以固本促基础,依法治教理念规范高校分类设置管理不同主体的权力关系;以评议促标准,依托专家权威和科学研究成果制定坚守质量基线和类型边界的高校设置标准;以监管促绩效,在"双一流"建设中突出高校分类设计,形成高校分类设置管理的多元监测。 Classification and establishment management for higher education institutions is an imperative for the optimal design of higher education and innovation-driven development. Classification and establishment management for higher education institutions has become more institutionalized over the past four decades,assuming a combination of characteristics,such as tradition and modernity,rigidity and elasticity,stability and orientation toward innovation. Demand for multidimensional innovations,comprehensive reforms of higher education institutions,administration under the practice of managing teaching affairs according to the law,and reviews by experts with scientific methods are critical factors in the institutionalized process of classification and establishment management for higher education institutions. Classification of higher education institutions is prerequisite to establishment,and institutionalized design will improve the process. To achieve sound institutionalized design,we should deepen comprehensive reform under the guidance of innovation-driven needs,perform management according to the law,establish standards in accordance with reviews by experts and scientific method,and monitor the performance of higher-education institutions in different way for the "Double First-Class"Project.
