供给侧结构性改革是"十三五"发展规划的主线,自启动以来,"三去一降一补"已取得积极成效,我国供给体系质量和生产环境得到较大改善,经济运行出现了稳中向好、稳中有进的良好态势。2017年是实施"十三五"规划的重要一年,是供给侧结构性改革的深化之年。进入新时代,我国经济已由高速增长阶段转向高质量发展阶段,迫切要求加快转变发展方式、优化经济结构、转换增长动力,必须坚持质量第一、效益优先,以供给侧结构性改革为主线,推动经济发展质量变革、效率变革、动力变革,提高全要素生产率。
