基于恢复成本法的水污染物排污权有偿使用定价研究 被引量:7

STUDY ON PRICING FOR PAID USE OF WATER POLLUTANTS EMISSION PERMITS BASED ON A METHOD OF COST RENEWING

摘要 基于恢复成本法理论,借鉴水利学上的水质—经济影响函数,测算水环境污染对工业生产、农业生产、家庭消费和人体健康、市政建设等产生影响的经济损失量,将经济损失量作为恢复水环境质量所需付出的成本,以此来表征水污染物排污权有偿使用价格。根据各类污染源水污染物的排放量、入河量和污染当量值,测算出工业源水污染物排放造成的经济损失,最终计算出工业源化学需氧量和氨氮排污权有偿使用价格,为水污染物排污权有偿使用定价做了有益的探索与尝试。 Based on the theory of recovery cost method,drawing lessons from the water conservancy-economic influence function,this study calculated the amount of economic damage that affecting water pollution to industrial production,agricultural production,household consumption and human health,municipal construction,etc. The cost of economic loss was taken as the mean of restoring the quality of the water environment,to characterize the paid use of water pollutant discharge rights. Based on all kinds of pollution sources of water pollutant emissions,the pollutants entering the river and pollution equivalent value,the paper measured out the economic losses caused by industrial source of water pollutants,and finally calculated the prices paid use of COD and ammonia nitrogen,provided a useful exploration and the paid use pricing of water pollutant emission rights.
