"以审判为中心"的诉讼制度改革指标体系是从司法体制、诉讼制度以及证据制度角度构建的:以法院为中心的司法体制指标主要包括审前程序服务于审判程序、裁判权力的独立性、高质量的法官队伍以及完备的职业保障体系;以庭审实质化为中心的制约型诉讼制度指标主要包括良好的司法审查机制、完善的撤回起诉制度以及直接言词审理模式;以递进式证明标准、细致而完备的证据规则体系为中心的证据制度指标主要包括证明标准的层次化构建、证据裁判原则的树立、非法证据排除规则的落实以及传闻证据规则、自白任意性规则的引进等。
