British Intervention in Hong Kong Affairs and Its Impact on the Sino-British Relations

本文关注英国干预香港事务的目标、手段,以及其对中英关系的影响。1997年以来,英国对香港政策的政治目标是支持香港民主化进程,为此采取了一系列手段干预香港政治事务。英国干预香港重大政治问题,对中英关系产生消极影响,损害两国关系,例如人权问题、普选问题、"占中"问题;只有在"港独"问题上,英国与中国保持了某种一致立场。在英国的香港政策中,功利主义目标是决定性的,这限制了它的道德主义目标,从而限制了英国干预香港事务的决心、能力,以及干预的程度,使中英两国在香港问题上的矛盾不至于发展为战略冲突。虽然英国会继续干预香港事务,从而继续给中英关系造成消极影响,但不至于对双边关系造成重大损害。

This article is to explore the objectives and policy instruments of the British policy towards Hong Kong,and the impact of this policy on the SinoBritish relations.Since 1997,the political goal of UK has been supporting the democratization process in Hong Kong.In recent years,the UK has adopted certain approaches to intervene in Hong Kongs political affairs such as human rights,local general elections,and the so-called "Central occupation movement",which has brought some negative impactson the Sino-British relations.As to the issue of "Hong Kong independence",the UK has tried to take the same stance with Chinese Government.Essentially,it is utilitarianism,not moral consideration,that dominates UKs Hong Kong policy,limits its resolution and capability to intervene in Hong Kong affairs,and makes it unlikely that China and UK will come to strategic confrontation on the Hong Kong issue.In the future the UK may continue to intervene in Hong Kong politically,but its relationship with China will follow the proper course of diplomacy without major conflicts in their bilateral relations.
