村民自治有效实现形式的新探索——以湖北省孝昌县磨山村为例

New Exploration on the Effective Form of Villager Autonomy——Taking the Moshan Village of Xiaochang County in Hubei Province as an Example

论述了目前村民自治面临着乡村关系未理顺、村两委关系不协调、乡村黑恶势力的干涉以及农民的参与意识不足等困境。在实地调研的基础上,选取湖北省孝昌县磨山村为研究案例,分析该村自治有效实现的新形式,认为该村自治的新形式有效地解决了村民自治面临的难题,总结其有效实现的共性条件,并得出一般化结论。

It is expounded that the villager autonomy is confronted with the dilemma of uncoordinated relations between township and village,the contradictions between the village committee and the villager party branch,the interference of the evil forces in the countryside and the lack of farmers' participation consciousness. Based on the field investigation,Moshan village of Xiaochang county in Hubei province was taken as an example to analyze the new form of autonomy in that village,and we found that the new form of autonomy of the village effectively solved the problems faced by Villager autonomy,then we summed up the common conditions of its effective realization,and drew a generalization conclusion.
