实施供给侧改革战略方针需要基础性改革的支撑与配套

Implementing Supply-side Reform Strategic Plan needs Support and Supplement of Fundamental Reform

党的十九大报告要求建设现代化经济体系,必须以供给侧结构性改革为主线,坚持质量第一、效率优先。本文论证指出,基础性改革作为使资源配置能够发挥"决定性"作用的产权制度基石和微观基础层面的改革,以及在市场旁边"更好发挥作用"的政权体系的职能与架构合理化改革,是供给侧改革的根本支撑与配套。基于此,本文给出了以基础性改革促进供给侧改革战略方针的六大方面的政策建议。

the Report of 19 th CPC National Congress states that to build up a Modern Economic System,we should insist on principles of quality and efficiency first,and implementing Supply-side Structural Reform as the mainline.This paper indicates that Fundamental Reform as the cornerstone of modern market economy and the supplement government policies and functions for a better market is essential for Supply-side Reform.Six major policy proposals is suggested as the conclusion of this paper.
