党的十九大报告指出:"我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。"这就对法治提出了更高要求,法治需要在维护社会公平正义等方面有更大作为和更大担当。党的十八大以来,习近平站在中国经济社会发展巨大成就的战略高地上,站在中国特色社会主义发展的新要求上,基于实现社会公平正义的考量,强调共享发展,提出了"共享发展理念"的新概念。共享发展理念实现的前提是良法之治,共享发展理念实现的关键是科学立法,共享发展理念实现的保障是一体遵行,即严格执法、公正司法、全民守法。
