摘要
雄安新区承载着"创新城市管理样板"、"推进体制机制改革"、创建理想生活家园的时代期望。本文以京津冀一体化为视角,结合国家对新区的定位,以及我国既有新区建设和相关改革的经验,从新区行政管理机构设置、新区管委会与各级政府工作机制搭建,以及行政运行机制等制度设计三方面讨论新区行政体制机制创新与设计。文章认为,新区应充分利用管委会作为行政派出机构灵活机制,深入推进以行政权限性质为标准的"大部门"及"扁平化"管理机制建设,在国务院与京津冀协同发展领导小组及办公室的指导下,增强新区行政管理机构的回应性。在行政权限行使与运行的具体制度设计上,可根据建设需要,探索赋予新区权责一致的省级权限,搭建京津冀一体化行政审批机制,推进三地数据共享,行政许可标准化建设,创新"人工智能+政府服务"平台建设,并推动京津冀综合执法平台搭建。
Xiong-An New Area is expected to explore an innovative model of metropolitan management,to deepen the administrative reform and to build an ideal livable city.From the perspective of Beijing-Tianjin-Hebei integration,this article discussed organizational building,the construction of administrative committee as well as its working mechanism with multi-level governments.The article argues that the institutional flexibility of administrative committee as an agency of Hebei province should be utilized on deepening administrative reform.The administrative committee is suggested to adopt"Big-Department"design and a flat structure based on the nature of administrative authority.The article suggested to explore the trans-regional administrative approval mechanism,data-sharing scheme,administrative standardization construction,and AI-governmental services provision institutions in Xiong-An New Area.
