Policy Difficulties and Recommendations in Deepening the Reform of Cooperative Governance Structure of Cultural Institutional Organization in New Era

党的十九大报告提出中国特色社会主义新时代深化文化体制改革、坚定文化自信的新理念、新要求。文化事业单位法人治理结构改革是新时代深化文化体制改革的重点任务,也是新一轮事业单位改革的切入点和突破口,当前,这项工作已经进入向纵深推进的实质性阶段。文化事业单位法人治理结构改革通过引入"外部治理"而推动公共文化服务供给机构和供给主体的重构,形成联合行动的协作网络,目的是促进公共利益的最大实现,实现"共同治理"。此项改革正在探索和逐步完善过程之中,目前颁布的相关法律和文件仅针对这项改革提出原则性要求。本文分析了当前事业单位法人治理结构改革的政策难点,并对如何建立有效的制度执行体系提出对策建议,在此基础上探索适合中国国情的文化事业单位法人治理模式。

The report of the 19^(th)CPC National Congress proposed several new ideas and requests on deepening cultural system reform and consolidating cultural confidence in the new era of socialism with Chinese Characteristics.The reform of cooperate governance structure of cultural institutional organization is a key task of deepening cultural system reform in new era.It is also point out and breakthrough of a new round reform of cultural institutional organization.Currently,this task has come into a substantial stage of developing in depth and breadth.The reform of cooperate governance structure of cultural institutional organization promotes reconstitution of the providers of public cultural service by introducing"external governance",forming collaborative network of collective actions.The purpose of it is to realize the public interests to the most extent and accomplish co-governance.This reform is in the process of groping and gradually perfecting.The relevant laws and policy documents only propose principle requirements.The thesis analyses the policy difficulties in deepening the reform of cooperate governance structure of cultural institutional organization and raises recommendations on how to establish valid implementation system and search for appropriate mode of cooperate governance of cultural institutional organization suitable for China's national conditions.
