广西甘蔗区域产量保险的适用性讨论

广西现行甘蔗个人产量保险对推动广西甘蔗产业的发展发挥了重要作用,但现行的甘蔗保险具有道德风险严重、保障程度低、经营管理成本高等方面的弊端,使其陷入了"供需双冷"的局面。区域产量保险因在一定程度上能弥补个人产量保险的上述弊端,且广西具有诸如基差风险整体可控、甘蔗种植面积大及数据有保障等方面的有利条件,因此,在广西可推广甘蔗区域产量保险。要顺利推广甘蔗区域产量保险,要做好产品方案设计和财政补贴方面的工作。

The current personal sugarcane yield insurance in Guangxi region has played an important role to promote the development of local sugar industry, but this insurance has such disadvantages as serious moral risk,low guarantee and high management cost, thus falling into a situation of double sluggishness of supply and demand. Since the areal sugarcane yield insurance can remedy the above disadvantages to some extent and in Guangxi region there are some favorable conditions such as overall controllable basis risk, large sugarcaneplanting area and security data, the areal sugarcane yield insurance can be popularized in Guangxi region. In order to successfully popularize the areal sugarcane yield insurance, both product programming and fiscal subsidies should work well.
