2014年5月国务院颁布《关于加快发展现代职业教育的决定》,明确要"探索发展股份制、混合所有制职业院校"。我国目前已有个别公办高职院校混合所有制改革成功的案例,但尚未达到运行规范化、管理制度化、推广普及化的效果。公私合作伙伴关系模式在国内外准公共产品建设领域的广泛应用,为我国公办高职院校混合所有制改革提供了一个平稳过渡的新途径。从理念转变、制度改革、中间机构服务等方面探讨在公办高职院校混合所有制改革中践行PPP模式的措施。

In May 2014, the State Council promulgated the ＂on accelerating the development of modern occupation education, specifically to explore the development of joint-stock and mixed ownership occupation colleges＂. At present, there are some successful cases in the reform of Public Higher Vocational Colleges in China, but the effect of standardization, institutionalization and popularization has not yet reached. PPP （public private partnership） mode is widely used in the field of construction in the quasi public products field at home and abroad, which provides a new way for the smooth transition of Public Higher Vocational Colleges in China mixed ownership reform. This article analyzes the mixed ownership reform in the public higher vocational colleges under the PPP mode from the concept of change, system reform, personnel support, intermediary services and other aspects.
