民办社会养老机构低入住率困境的生成逻辑与优化发展

在国家政策支持和老年人社会养老服务需求的相互作用下,我国民办社会养老机构呈现出快速发展态势。与此同时,民办社会养老机构发展仍然面临着低入住率的实践困境。民办社会养老机构低入住率困境的形成与其短期内激进式快速发展、养老机构空间布局不合理,养老机构服务的市场化供给以及老年人机构养老服务有效需求意愿能力不足等因素密切相关。民办养老机构入住率的优化需要在进一步强化政府支持的基础上,合理控制民办社会养老机构发展速度,优化养老机构布局,提升养老服务水平供给以及提升老年人的有效需求意愿能力。

The social pension institutions are developing rapidly in China under the interaction of national policy support and the needs of elderly social care services. At the same time, the development of private pension institutions still faces the practice of low occupancy rate. The problems are closely related to the factors of its rapid and radical development in short term, the unreasonable spatial distribution of the old-age institutions, the service of the pension service of the marketization supply and the insufficient capacity for effective demand of elderly institutions for the old-age services. The optimization of the pension institutions need on the basis of furthering strengthen the government support, control the development speed of private pension institutions in the private sector, optimize the layout of old-age institutions, improve the supply of the old-age services, and improve the effective demand and the willingness of the elderly.
