高校纪委监督同级党委有效工作机制研究

A Research on Effective Mechanism of College Discipline Inspection Commission’s supervision over the Corresponding Party Committee

当前, 高校腐败案件时有发生, 涉及领域之广, 牵涉人数之众, 贪腐花样之多.权力寻租在过去称为象牙塔的高校中日渐增多, 腐败的触角涉及教育部部属高校及普通地方院校, 高校反腐, 已成为党中央、 中央纪委高度重视的重要工作内容.加强高校党风廉政建设和反腐败工作, 已提升到前所未有的高度.高校纪委作为党的基层组织, 加强和改进监督工作是其应有之义, 同时,有利于新常态下高校党风廉政建设主体责任落实, 把失之于宽、 失之于松、 失之于软拒之门外, 把从严治党落到实处,对于同级党委的监督能否有效意义重大.探索构建高校纪委监督同级党委有效工作机制, 成为当前高校及全社会亟待解决的问题, 分析高校纪委监督的重大意义、 监督的内容、有效路径, 建设性地提出增强高校纪委监督同级党委的有效方法, 希望增强研究意义.

At present, there are many corruption cases in colleges and universities, with the wide range offields, the number of people and the variety of corruptions involved. Power rent-seeking is in the growing inuniversities which was so called ivory tower in the past, the ministry of education department as well asordinary local colleges and universities have been involved in corruptions. so the anti-corruption in collegesand universities has become an important work catching much attention of the CPC central committee andthe central commission for discipline inspection. Strengthening the construction of Party conducts andanti-corruption has been highlighted to an unprecedented level. as As the party＇s basic-level organization,Discipline Inspection Commissions in colleges and universities are obliged to strengthen and improve their supervision, it is advantageous to the party under the new normal in colleges and universities to carry outthe main responsibility of building a clean government, to reject any loose supervision, it is of greatsignificance to supervise the party committees effectively. It is urgent to explore an effective workingmechanism of Commission for Discipline Inspection’ s supervision over Party Committees of colleges anduniversities. The present paper analyzes the significance, the contents and the path of supervision, and constructively puts forward effective methods to enhance its supervision power on Party Committees ofcolleges and universities to expect to increase the research significance.
