我国体育场馆PPP模式困境与中国化应对策略

Dilemma and Coping Strategies of PPP Mode of Sports Venues Operation Under the Chinese Context

2025年5万亿的体育产业发展目标以及2022北京—张家口冬奥会的筹备,将为PPP模式在我国体育场馆运营的实际应用提供实践背景。运用文献资料法、逻辑分析法和案例分析法,立足我国体育场馆运营的实际情况,结合我国政治经济发展特征,对PPP模式在中国的发展、困境以及出路进行研究。通过对发展历史的梳理,得出PPP在我国体育场馆运营上存在公共困境、产业困境以及关系困境。通过体育领域的具体实践并结合公私部门现状提出了3条优化路径:完善政府理性、三权分置、提升公共资源的公共价值;完善我国产品供给目录下的市场准入制,提升私人部门的供给能力;优化社会主义市场经济下的社会契约关系。旨在为全民健身国家战略背景下的体育产业多元供给提供理论支持。

The sports industry goals of 5 trillion RMB yuan in the 2025 and the 2022 Beijing-Zhangjiakou Winter Olympics preparations should provide real practical background in Chinese sports PPP model.In this study,the authors use the literature review,logical analysis and case analysis to analyze the development,problems and solutions of PPP mode in sports field under the Chinese context.By combing the history of the PPP model,this research found the public problem,industry problem and the relationship problem in Chinese context.Through the concrete practice in the field of sports and combining with the present situation of the public and private sectors,three optimization paths have been put forward.Firstly,improving the government rationality,three rights division and the public value of public resources.Secondly,improving the market access system in Chinese product supply directory and enhancing the supply capacity of the private sector.Thirdly,optimizing the social contract relationship in socialist market economy.The aim is to provide theoretical support for the multiple supply under the national strategy.
