从大陆对台青年政策看两岸青年交流发展--基于公共政策分析的视角

On Cross-Strait Youth Exchanges and Development from the Perspective of the Mainland Policies towards Taiwan's Youth——Based on the Perspective of Public Policy Analysis

大陆对台青年政策是大陆单向度地为台湾青年进行的政策设计与安排,属于公共政策的范畴,也是大陆整体对台政策的重要内容之一。大陆对台青年政策历经数十年的发展,其重心逐渐从早期以吸引和鼓励台湾青年到大陆为主调整为"愿意来"、"留得住"、"同发展"并重的政策模式,政策涵涉的范围、内容、广度和深度持续放大。大陆对台青年政策价值取向上体现为政治性和公共性的有机统一;基于实现台湾青年个体发展为主的多级目标定位逐渐建立;中央统一性与地方多样性的政策执行格局已然形成。物质激励比重加大、区域差序格局形成、正面效应逐渐凸显等也是当下大陆对台青年政策的重要特征。

The mainland policies towards Taiwan＇s youth are designed and arranged one-dimensionally by the mainland for young people in Taiwan, which belong to the category of public policy and the important parts of the mainland＇s policies to Taiwan as well. Their focus have gradually adjusted from the early ＂attracting and encouraging＂ to the policy mode of ＂being willing to come＂ ,＂being able to keep＂ and ＂developing together＂ after several decades of development and improvement. Their scopes, contents, breadth and depth have enlarged continuously, and have presented some characteristics, such as the policy orientation embodying the organic unity of the politics and publicity; the multistage targets location which help Taiwan youth realize individual development has established gradually; the policies implementation pattern of the unity of the central and the diversity of local have already formed. The important features of those policies still include the increase of the material incentives, the formation of regional difference order pattern and the prominence of positive effects.
