政府环境规制、官员晋升压力与企业技术创新

Government's Environmental Regulation,Officials' Promotion Pressure and Enterprises' Technological Innovation

利用中国沪深两市A股上市公司中重污染企业的数据,实证分析了地方政府的环境规制强度对企业技术创新的影响,以及地方官员的晋升压力对这种影响的作用效应,并考察了不同所有制企业、有或无政治联系的民营企业在上述影响和效应上的差异,以及转变晋升考核机制的影响。结果显示:地方政府提高环境规制强度能够促进污染企业增加研发投资;地方政府的环境规制强度对企业技术创新的影响受到地方官员晋升压力的制约,即较高的晋升压力会削弱地方政府的环境规制强度对企业技术创新的影响;上述影响在民营企业尤其是无政治联系的民营企业中更为显著。最后指出,在官员考核指标中加入环境质量等要素、建立综合考核机制,能够有效抑制官员晋升压力的负面作用。

Using the data of heavy-pollution listed firms of China,this paper investigates the impact of government's environmental regulation on enterprises' technological innovation,and the effect of officials' promotion pressure on the above impacts,and the difference in the impact and effect among enterprises with difference ownerships and political connections.The results show that government's environmental regulation has a certain role in promoting enterprises' technological innovation,and the impact of government's environmental regulation on enterprises' technological innovation would be restrained by officials' promotion pressure,which is more prominent in private enterprises,especially private enterprises without political connections.Moreover,it could effectively inhibit the negative effect of officials' promotion pressure to introduce environment quality factor into official performance evaluation system.
