“资本”困局与破解:社会治理的人本逻辑

Predicament and Solution of "Capital" : the Humanistic Logic of Social Governance

在商品经济中,资本既是一种生产要素,也是一种社会关系,它突破了经济领域的界限,僭越到社会领域,使社会围绕着资本逻辑展开,资本带来了社会的物化,将社会困入"物"的牢笼,社会关系被颠倒为物的关系。面对资本逻辑所构建的"物化"社会,社会治理偏离了社会整体利益的价值取向,步入"资本"设置的物化困局,产生了价值危机、组织危机、关系危机和合法性危机。20世纪以来,抵制资本的"社会反向运动"迫使国家重视社会治理的人本诉求。基于劳动力生产的相对独立性和资本增殖对人的依赖,人本逻辑内含着对资本的否定,回归人本逻辑是破解社会治理"资本"困局的根本途径。当前,西方社会治理的问题在于如何权衡"国家-社会"的关系;而我国"强政府-弱社会"的传统管理格局则促使我们的改革过程着重于对社会"松绑",充分发挥社会组织自主性。在人本逻辑下,构建我国创新社会治理的行动框架的重点在于:形成共识,建构多元治理主体的平等地位;实现共治,建构合作治理的路径;共享成果,合理统筹治理的主体与客体。

In the commodity economy,capital is both a factor of production and a kind of social relationship,which breaks through the boundaries of the economy,goes into the sphere of society,making society revolve around the logic of capital,and capital brings about the socialization of the society, then social be trapped into the ＂object＂ cage, finally the social realtions is reversed for the relationship. Faced with the ＂materialized＂ society constructed by capital logic,social governance deviates from the value orientation of the overall interests of society and enters the materialized predicament set by ＂capital＂,resulting in the crisis of values, organizations, relations and legitimacy. Since the 20 th Century, the ＂social reverse movement＂ against capital has forced the state to attach importance to the humanistic demands of social governance. Based on the relative independence of labor force production and the dependency of capital proliferation on human beings,human logic contains negation on capital, and the return to human logic is the fundamental way to solve the predicament of social governance ＂capital＂. At present, the problem of western social governance lies in how to balance the relationship of ＂state and society＂; and the traditional management pattern of ＂strong government and weak society＂ in our country forces our reform process to focus on ＂loosening＂ the society and give full play to social organization autonomy. Under humanistic logic,the key points of constructing an action framework for innovation and social governance in our country lie in： forming consensus, constructing the equal status of pluralistic governance subjects; realizing common governance and building a cooperative governance path;sharing the achievements and rationally coordinating the subjects and objects of governance.
