摘要 基于DEA-Malmquist方法,采用2006—2015年全国31个地区的面板数据,测算全国各个地区的农业科技创新投入-产出效率和全要素生产率,并对运算结果进行评价.结果表明,在观察期内,只有12.9%的地区农业科技创新效率均值是有效的;东部地区的农业科技创新水平高于中西部地区且区域差异显著;在2006—2015年间技术变化指数下降是阻碍全国农业科技创新全要素生产率的主要原因.根据测算结果并结合实际问题,提出了加大对农业科技创新投入力度、差异化进行农业科技创新资源配置策略及提高农业科技创新的技术变化指数等建议. Based on the DEA-Malmquist method,the panel data of 31 regions of the country from 2006 to 2015 are used to measure and calculate the agricultural science and technology innovation of the input-output efficiencychange,technical change efficiency and total factor productivity in all regions. The results shows that in the observationperiod,only 12.9% of the average efficiency of agricultural science and technology innovation is effective. In the east ofagricultural science and technology innovation level is higher than the central and western regions. The regionaldifference is obvious. The reason that the technology innovation TFP decline from 2006 to 2015 is mainly caused bythe change of technology. According to the calculated result and combining the practical problems,we put forwardthe increase of agricultural science and technology innovation investment,differentiation of the agricultural scienceand technology innovation resources allocation strategy and suggestions of improving the technological progress rateof agricultural science and technology innovation.
