本土社工机构督导的层次和功能:一个探索性框架

The Levels and Functions of Local Social Work Supervisors:An Exploring Framework

社工机构督导作为社会工作专业人才的重要组成部分,影响着社会工作服务的专业性和服务品质,而明确机构督导的层次和功能,是培育本土机构督导的先决任务之一。将本土机构督导置于本土社会工作机构实践处境中,通过对我国本土社会工作专业服务的推进方式进行探索,从而梳理出本土社会工作机构实践处境的基本特征,发现本土社工机构督导涉及三种实践处境——项目处境、机构处境和社会处境,需要在项目主管、机构主管和机构负责人三个层次上发挥输送专业服务、培养专业人才和推动机构发展的三大功能。

Taking the supervision of local agencies into their practice context, this paper makes an exploration ofadvance of professional service by local social work agencies in our country, and summarizes the basic featuresof their practice context. It finds that supervision of local social work agencies involves three types of practicecontext, namely the program context, agency context and social context. With the purpose of program-centeredservice and contextualized service, professional service will play its role of providing professional service,cultivating professional personnel and promoting the development of agencies from the three levels of programdirector, agency director and head of the agency.
