摘要
在对2009至2016年度深圳市社工服务机构第三方评估工作经验反思的基础上认为,整体划一的审核评估在行业监管与组织规范方面发挥了重要作用,但也逐渐遭遇标准一刀切、评估对象被动参与、工作过程僵化、结果应用不足等问题,导致"以评促建"的作用受限,未能有效回应社会工作发展的持续需求。应在原有审核评估的基础上导入增能评估范式,并以此丰富与重构社工服务机构评估的基本关系与治理格局。
Based on the third-party evaluation of social work service agencies in Shenzhen from the year of 2009to 2016, it is believed that the overall evaluation plays an important role in industry supervision and organizationregulation. However,it also leads to such problems as the problem of one-size-fit-all, passive participation ofevaluated agencies, rigid work-process and the lack of application for its results, which limit the function ofevaluation to promote social work’s development and failure to respond to continuing demand from socialwork’s development. Empowerment-evaluation should be supplemented with previous auditing-evaluation,enriching and reconstructing the basic relationship and governing structure of social work service agencyevaluation.
