龙岩与赣州落实中央苏区发展政策的对比研究

A Comparison of Implementing Policies for Development in Central Soviet Area between Longyan and Ganzhou

龙岩市与赣州市虽然在历史上同属中央苏区的核心区域,但近年来,两地在争取、拓展、落实中央支持原中央苏区振兴发展政策方面存在差距,造成中央对赣州无论是扶持政策,还是项目建设和资金安排上力度明显大于龙岩,因而产生了不同的实际效果。产生差异的原因除了两地所处的地域及政策制定的主导权不同外,自身内在的因素起了关键作用。为此,龙岩市必须借鉴赣州等周边兄弟市的经验,进一步提高认识,切实增强行动自觉;深入挖掘政策空间,做足做细对接文章;并加强机制保障,形成组织合力和工作动力,争取在更大范围内得到中央扶持政策的更多支持。

Historically,both Longyan and Ganzhou are located at the core regions of Central Soviet Area,but in recent years there exist differences in obtaining and implementing the central government's support and policies for the development in the Central Soviet Area,which has resulted in more actual help in policies,projects and finance for Ganzhou than for Longyan. The reasons for the differences are that these two cites belong to different dominant rights in policy making and that their different internal factors have played important roles. Thus Longyan City should learn from Ganzhou and other neighboring cities in increasing the awareness,enhancing action consciousness,digging deep into policy space,doing well in liaison,and strengthening mechanism building so as to join forces and win over more policy support from the central government.
