十九大报告指出,生态文明建设是千年大计.文章认为建立健全个体自觉与政府引导的联动机制有利于实现这一千年大计.以会稽山古香榧群为案例,分析榧农保护香榧自然生长环境、采纳果树管理技术的个体自觉,通过培育种苗、培育品牌、推介宣传等途径实现的政府引导,二者联动促进会稽山古香榧群可持续发展.文章在此基础上探讨建立健全信息收集公开机制、激励奖惩机制、利益分享机制、承诺监督机制等相关机制,实现个体自觉与政府引导的进一步联动.

The report of the 19th National Congress of CPC pointed out that the construction of ecological civ-ilization is a matter of fundamental importance across the century. The paper holds that the establishmentand perfection of the linkage mechanism between the individual consciousness and the government guidancewould be beneficial for the implementation of this millennial plan. Taking the Kuaijishan ancient torreyagrandis group as an example, the paper analyzes the individual consciousness of farmers in their protection oftorreya grandis natural growth environment ＆ adoption of the fruit tree management technology and the gov-ernment guidance by cultivating seedlings, cultivating brands and promoting publicity; the lingkage on thetwo parties can help promote the sustainable development of Kuaijishan ancient torreya grandis group. On thebasis of this discussion, the paper endeavors to explore the related mechanism by establishing and perfectingthe mechanism of public information, incentive rewards and punishment mechanism, benefit sharing mecha-nism and pledged supervision mechanism, thereby realizing the further linkage between individual conscious-ness and government guidance.
