以投入产出为核心的配网投资决策研究

Research of Distribution Network Investment Decisions with the Input-Output as the Core

当前由于配网资产投资缺乏有效的数据支撑和科学的投资决策方法,导致投资和运营存在不经济的情况。本文通过构建资产组,归集配网资产财务资源投入以及配网安全性、可靠性、经济性等产出信息,准确评价高压线路、变电站、馈线、台区等资产组的运行绩效,明确投资重点与方向,减少低效、无效投资,为资产的精准投资决策提供指导,推进配网规划、建设及改造的科学性和规范化,提升配网管理效率等。

Due to lack of effective statistical data and scientific investment decisions in distribution assets investment,there exist non-economical investment and operating conditions.This paper gives guidance to accurate assets investment decisions,promotes distribution plan,scientificity and standardability of construction and reform,and boosts the efficiency of distribution management by the following means:building an asset group,collecting finance resources investment of distribution asset and information of security,reliability,and economical efficiency,accurate evaluation of asset group′s performance,such as high-voltage transmission line,electric substation,feeders,and transformer region,clarification of the focus and direction of investment,and decrease in low-efficiency and inefficient investment.
