工程人才的培养需要高等学校、相关企业和科研院所开展深入的产学研合作来共同培养人才,作为承担社会管理职能的政府机构在产学研合作中可以大有作为。北京市和江苏省作为高等教育的大区,从政府角度分别推行了相关的政策,取得了初步成效,比较这些政策的定位、目标、成效和差异,借鉴国外政府在产学研合作中的作用,有助于我们增强政策的精准性。

The cultivation of engineering talents needs the deep research and production cooperation among universities,related enterprises and scientific institutes.The government institutions which undertake the function of social management can play a very promising rile in research and production cooperation.Beijing and Jiangsu province as a large area of higher education,from the government′s point of view,has carried out the relevant policies and achieved preliminary results.It can help us to enhance the accuracy of the policy to compare the positioning of these policies,objectives,results and differences,and learn from foreign governments in the role of cooperation in research and production.
