辽宁省传统村落保护与利用的困境与展望

The Difficulties and Prospect of the Traditional Villages' Protection and Utilization in Liaoning Province

伴随中国传统村落的基础普查、公布名录工作的推行,承载传统农耕文明、地方珍贵民俗特征的村落保护问题日益受到重视。以剖析辽宁省传统村落保护现状与必要性为基础,从法制体系缺失、城镇化推进迅速、民众保护意识淡薄、活态遗产保护法制薄弱等方面,重点分析村落保护困境,在此基础上建立科学的保护策略与途径,从健全法制体系、深入挖掘文化、完善名城体系、编制专项规划、加强公众参与等方面具体落实,进而推动实现保护传统村落遗产、延续非物质文化传承的最终目标。

With the practices of the general investigation and the published lists of traditional Chinese villages, more concerns and attentions are paid to the issues of village protections in order to carry forward the traditional agriculture civilization and precious folk-custom characteristics. This paper is based on the analysis of the current status and the necessity of traditional village protection of Liaoning province, and focuses on the dilemma of village protection from the aspects of the incomplete legal system, the rapid urban development, the inadequate public awareness, and the weak living heritage protection law. On the basis of the analysis, the scientific protection strategies and approaches are established, and implemented by completing legal system, deeply discovering traditional culture, improving well-known city system, formulating specialized plans, enhancing public participation, etc. Thereby, the ultimate objective of traditional village heritage protection and intangible culture inheritance will be achieved.
