海洋生态文明视角下的海冰防灾减灾能力建设探析

Analysis on Capacity Building of Sea Ice Disaster Prevention and Mitigation under the Perspective of Marine Ecological Civilization

海冰灾害是我国渤海及黄海北部海域的主要海洋灾害之一,加强海冰防灾减灾能力建设对于保障和促进我国海洋生态文明建设具有十分重要的意义。文章分析我国海冰防灾减灾能力建设与海洋生态文明建设之间的互利关系以及海冰防灾减灾能力建设现状;在此基础上,基于海洋生态文明的视角,以总体要求和基本原则为指导,从基础资料获取、预警报服务、灾害风险评估和区划、灾害损失评估以及灾害应急预案5个方面,提出加强我国海冰防灾减灾能力建设的思考和建议。

Sea ice disaster is one of the major marine disasters in Bohai Sea and Northern Yellow Sea,it is of great significance for the protection and promotion of construction of China＇s marine ecological civilization to strengthen the capacity of sea ice disaster prevention and mitigation.The mutual promotions between the capacity of sea ice disaster prevention and mitigation and the construction of marine ecological civilization,as well as the current situation were analyzed in this paper.On this basis,some thinking and suggestions on strengthening the capacity building of sea ice disaster prevention and mitigation in China were put forward from five aspects including basic data acquisition,forecasting and warning service,disaster risk assessment and zoning,disaster loss assessment and disaster emergency plan,which were based on the perspective of marine ecological civilization and guided by general requirements and basic principles.
