为实现我国从煤炭资源大国向煤炭资源强国转变,煤炭行业应积极推动管理体制机制改革,总结我国煤炭行业体制机制改革取得的成绩与经验,分析仍存在制约行业发展的体制机制障碍,根据煤炭行业在我国能源格局中的主体地位及煤炭行业的具体特点,提出了煤炭行业体制机制改革的方向,最终建成符合市场经济基本要求,政府与市场界限清晰、宏观调控与微观监管有效结合、中央与地方协调统一,市场主体富有活力,公平竞争的现代煤炭行业管理体制,形成政府宏观调控有力,行业监管完善,企业活力增强的煤炭管理体系。

In order to realize China changed from the coal resources large nation to the coal resources powerful nation, the coal industry should actively promote the mechanism reform of the management system. The paper summarized the achievements and experiences obtained from system mechanism reform of China coal industry and analyzed the existed system mechanism obstacles to restrict the industrial development. According to the subject position of the coal industry in China energy structure and the certain features of the coal industry, the paper provided the system mechanism reform orientation of the coal industry. Finally, the management system of the modern coal industry was established to meet the basic requirements of the market economy, the clear limits between the Government and market, the effective combination with the macro-control and the micro regulation, the harmonization between the Central Government and local Government, market subject with a full of vitality and the fair competition. Thus the Government with the powerful macro-control, the perfect industrial management and the activity enhanced coal management system of the enterprises were formed.
