乡村社区规划中公众参与的台湾经验与借鉴

The Experience Used for Reference of Taiwan Region in Public Participation for Rural Community Planning

与我国大陆地区具有相似乡村背景的台湾地区有着相对成熟的乡村建设活动经验和村民参与机制,文章通过在台学习期间的广泛调研,梳理了台湾地区最具影响力的乡村规划公众参与形式:社区发展协会、社区居民会议、社区规划师制度等,并结合相应的实践案例予以评析,得出台湾地区在乡村规划中公众参与的发展历程和实践经验,以期对我国如何推动平等公正的乡村社区规划提供一定可资借鉴的视角和思路。

Based on the condition that Taiwan, with similar rural background with the mainland of China, has relatively mature rural construction experience and villager participation mechanism, through the broad investigation and survey during my study in Taiwan, the thesis, combining relevant practical case to evaluate and analyze, sums up and makes clear the most influential three models for Taiwan to implement the public participation of Urban and Rural Planning： community development association, community villager meeting and community planner system and aims to provide the viewing angle and train of thought worth the use for conference for the promotion of equal and fair rural community planning for China to carry out.
