摘要 利用2004-2013年中国大陆30个省级行政区域的面板数据,通过阐述政府支持、产学研协同影响企业技术创新的内在机理,采用两步法系统GMM模型和门槛回归模型,实证考察了政府支持、产学研协同对企业技术创新绩效的影响及其非线性特征。研究发现,考察期内,我国政府R&D补贴、税收优惠、产学研协同在总体上呈现上升的趋势,政府R&D补贴和滞后两期的税收优惠对技术创新绩效具有显著的促进作用,而产学研协同的影响并不显著,这反映出当前我国的产学研协同创新并不理想;门槛回归的结果表明,政府R&-D补贴和税收优惠对技术创新绩效具有显著的三重门槛特征,且随着门槛水平的逐步提高,其影响效应也不断地增大,而产学研协同的影响则呈U型特征。稳健性检验结果支持了以上研究结论。研究结论为政府相关部门在制定技术创新政策时的政策权衡,以及企业、高校、科研机构之间的协同互动提供有益参考。 Based on using the panel data of China's 30 provinces during 2004—2013 and stating the internal mechanism of government support and IUR synergy's impact on technological innovation, the paper uses Two-step System GMM Method and Threshold Regression Model to examine government support and IUR synergy's impact on technological innovation performance and its non-linear feature. According to the study, government RD subsidies, tax incentives and IUR synergy show an upward trend in a whole. Besides, government RD subsidies and second-order lag of tax incentives have a significant positive impact on technological innovation performance. However,the impact of IUR synergy on technological innovation performance is not significant, and the result reflects that the IUR synergy of China is not satisfactory. The study of Threshold Regression Model shows that the impacts of government RD subsidies and tax incentives on technological innovation performance have triple-threshold significantly, and the impact is gradually becoming larger with the continuous improvement of the threshold level. However, the IUR synergy has a"U" impact on technological innovation performance.The robustness tests also support the results above.The conclusions of the article provide a useful reference for government to balance their policies when draft technological innovation policies, and to the synergy among industry, university and research.
