摘要
教师教育政策的制定,既非一朝一夕之功,也非一蹴而就之事,而是一项复杂的、长期的工程。以2001年国务院《关于基础教育改革与发展的决定》的颁布作为研究起点,时至今日,我国教师教育政策已走过了十多载春秋。从宏观来看,新世纪以来我国教师教育政策演进呈现出鲜明的特点:重视提高教师培养质量,重视推动教师教育均衡化发展,重视构建开放的教师教育体系。但是,教师教育政策尚存在制定程序缺乏科学性、执行过程缺乏法律监控、评价缺乏规范性等问题。为此,优化教师教育政策的决策议程、提升教师教育政策的执行力度、规范教师教育政策的评价体系势在必行。
The formulation of teacher education policy is a long-term complicated project. Teacher education policy has been carried out for more than ten years since the year 2001 when The Decision on the Reform and Development of Elementary Education was issued by the State Council. From a macro point of view, the evolution of teacher education policy in China has shown its distinct characteristics : paying attention to improving the quality of teacher training and promoting balanced development of teacher education, attaching importance to the construction of an open teacher education system. But there are some problems in the formulation, implementation and evaluation of teacher education policy. Therefore, it is imperative to optimize the decision-making agenda of teacher education policy, promote the implementation of teacher education policy, and standardize the evaluation system of teacher education policy.
