在我国,社区矫正已经被确定为刑法执行的一种方式,同时也是刑罚矫正服刑人员再社会化的重要途径,理应朝着纵深发展。社区矫正执法人员身份、职权的不明确与社区矫正机构的未法定化一样,阻碍着社区矫正的进一步深化。因此,加强社区矫正执法人员队伍建设,有效解决社区矫正执法人员的身份问题,确定社区矫正执法人员的社区矫正官定位,有利于社区矫正工作的专业化、区分社区矫正与监禁矫正、更好地体现社区矫正的特点。加强社区矫正执法人员职务体系的建设,需要加快立法进程,严格社区矫正官的准入资格,完善社区矫正官职业保障机制,强化对社区矫正官的执业监督。
