从“情报服务”到“情报干预”——从决策失误看情报作用的一些思考

From “Information Service” to “Intelligence Intervention”: Thinking on the Function of Intelligence from Decision Mistakes

决策离不开情报,众多决策失败案例表明仅靠发挥情报服务功能来支持辅助决策是不够的。充满竞争和日益复杂的信息环境对决策工作提出了新的要求与挑战,建立快速、直接、有效的情报体系是精准决策、科学决策的必然要求。本文提出情报干预的概念,论述其产生的背景、发展与意义,剖析其与"情报主导""情报服务""情报失察"三者概念的联系与区别。通过提出情报干预决策全过程的理念,促进情报循环链与决策链有机融合,提升决策的效率与效能,为减少和规避决策失误提供了新的思路和方法。

Decision is inseparable from intelligence. Many decision failure cases indicate that relying solely on intel- ligence services to support adjunctive decision-making is not sufficient. Competitive and increasingly complex in- formation environments pose new challenges and demands for decision-making. Therefore, the establishment of a rapid, direct, and effective intelligence system is an inevitable requirement for precise and scientific decision-making. This paper puts forth the concept of intelligence intervention, discusses its background, development and significance, and analyzes its connection and difference with the concepts of ＂intelligence-led＂, ＂intelligence service＂, and ＂in- formation failure＂. In summary, this paper proposes the concept of intelligence intervention, thereby promoting the integration of the intelligence cycle and decision chain, enhancing the efficiency and effectiveness of deci- sion-making, and promoting scientific and intelligent decision-making.
