“河长制”全面推行的实践与探索——以广东省肇庆市为例

The Practice and Exploration of the Full Implementation of "Hezhang System"——Taking Zhaoqing City as an Example

"河长制"是由河流水质改善领导督办制、环保问责制衍生出来的水污染治理制度,目的是为了保证河流在较长的时期内保持河清水洁、岸绿鱼游的良好生态环境。本文阐述了"河长制"的意义、产生背景、产生历程以及推广情况,总结了肇庆市在实施"河长制"过程中的做法与成效,并对其今后的发展进行了展望。

＂Hezhang system＂ is a water pollution control system derived from the leadership supervision system of improving river water quality and environmental protection accountability system, the purpose is to ensure the good ecological environment in a long period of time with clean river water and green shore ＆ fish swimming. This paper explains the meaning, background, development process and promotion situation of ＂Hezhang system＂, summarizes the practice and effectiveness of Zhaoqing City in the process of implementing the ＂Hezhang system＂ and prospectes its future development.
