谁会给政府“差评”:社会资本和生活满意度对政府评价的影响——基于中国农村社会调查的数据研究

Who Would Give the Government Bad Reviews:The Influence of Social Capital and Life Satisfaction on Government Evaluation

不同民众对政府的评价不一。谁在给政府"差评"?为什么这些人会给政府"差评"?这是政府评价研究需要回答的重要问题。在政府评价研究中,不仅要关注作为评价对象的各级政府自身,还需要关注作为评价主体公民的特征。基于中国10个省(市)24个乡镇1059名村民的数据,论文探讨了村民的社会资本和生活满意度对基层政府评价的影响。研究发现,在考虑并控制了村民基本特征的情况下,村民的社会资本和其基层政府评价正相关,生活满意度在社会资本与基层政府评价的正向关系中起到了中介作用。研究认为,提升村民的社会资本将有利于提高村民对本地区基层政府工作的满意度,改善对该政府的评价,进而促进农村居民与基层政府的关系和谐发展。研究建议,政府要从需求侧的角度大力发展农村经济,提高民众的生活满意度,应更加注重农村社会资本的构建,提高民众的社会资本水平。

Different people have different evaluations to the government. Why and who will reviews？This is an important question for the research. Research on the evaluation give government bad of government should villagers , the villagers＇ social capital is positively related to their grass-roots government evaluation, and the life satisfaction plays an intermediary role in the positive relationship between social capital and grass-roots government evaluation. This study suggests that increasing social capital of the villagers will be beneficial to improve villagers＇ satisfaction with grass-roots government, the evaluation of the government, and the harmony between rural residents and grass-roots government. Research suggests that local government should vigorously develop the rural economy from the perspective of demand and improve people＇s life satisfaction by paying more attention to the construction of rural social capital.
