摘要
推动分类管理是我国高等教育宏观管理改革的基本原则,重视绩效是目前国际高等教育管理的共同趋势,构建推动绩效提升的资源配置策略是我国高等教育分类管理的现实需要。文章以《上海高等教育布局结构与发展规划(2015-2030年)》提出的二维分类管理目标为基础,在概括高校绩效研究成果基础上,明晰了基于绩效的分类管理的内涵、主要内容和政策工具,提出并初步构建了促进绩效提升的高校分类管理的新机制。
Classified management is the basic principle of the macro management of Chinese higher education institutions. Valuing performance is the basic trend of international higher education management at present, and constructing resource allocation strategy to promote performance is the practical need of higher education classified management in China. Based on the two-dimensional classification management objectives of Shanghai higher education layout structure and development plan( 2015-2030), this paper summarized the research results of performance in colleges and universities, clarified the connotation, main contents and policy tools of classification management based on performance, and put forward a new performance-promoting mechanism of classification management.
