On Upholding and Strengthening Overall Party Leadership

坚持和加强党的全面领导,是新时代党的建设总要求的首要内容,也是新时代建设伟大工程的根本原则。准确把握这一原则,必须坚持理论和实践、历史和现实相统一的方法,既立足党的文献特别是十九大报告文本,又联系十八大以来的实践,全面地分析和考察。十八大以来,围绕坚持和加强党的全面领导,无论在理论创新上,还是在实践探索上,都取得了重大突破,这充分体现在十九大报告和十九大通过的党章修正案中。新时代坚持和加强党的全面领导,必须坚持以创新理论为指引、以政治定力为支撑、以深化改革为动力、以从严治党为保证。

Upholding and strengthening overall Party leadership is the primary content of the general requirements for Party building for the new era,and also is the fundamental principle of building great project for the new era. To grasp this principle accurately,we should combine theory with practice,history with reality,and conduct comprehensive analysis based on Party literature especially the texts of the 19 th CPC National Congress report and the practice since the 18 th CPC National Congress. Major breakthroughs were made in upholding and strengthening overall Party leadership theoretically and practically over the past five years,which is fully reflected in the 19 th National Congress report and the Amendment to Party Constitution adopted by the 19 th National Congress. To uphold and strengthen overall Party leadership,we should take innovative theory as the guide,political resolve as the support,deepening reform as the driving force and full and rigorous governance over the Party as the guarantee.
